Reject missing evidence instead of averaging it away

A supplier should not compensate for missing batch traceability with a low price, or for failed fulfillment tests with attractive branding. Mark documentation, identity, RUO posture, and live operational testing as minimum gates. Score commercial preferences only after those gates pass.
